Frank lived in Kyle, TX and Wellington, TX where he attended school. Frank moved to Chicago at a young age and worked at a shoe store with his brother Gilbert. Frank moved to Oklahoma where he chopped cotton. Frank met Kathy Gibson and they were married February 24, 1972 in Wheeler, TX. Frank brought three sons to this union Jack, Steve, Ishmeal and Kathy and Frank had Frank Jr., Shane, Chris, Blake to complete the family.

Frank owned gas stations in Sayre and Clinton before starting Mendez Quick Lube in Elk City. He owned and operated the Quick Lube for 30 years before he retired. He also enjoyed helping his brothers farming. Over the years Mendez Quick Lube won several awards which included, Best of the West and a small business award presented by Governor Mary Fallon.

Frank loved his family and spent as much time as he could with them. He liked to barbeque with the kids and grandkids. Frank and Kathy liked to take trips in the convertible. He was even known to take the great grandkids little foot hunting. Frank was known for his kindness and advice. People gravitated toward him to hear his stories and he was known for making people laugh. His best friend was his dog Jr. and he will be greatly missed by his family, Jr. and friends.

He is preceded in death by his parents Esteban and Passion Mendez, son Ishmeal Mendez, brothers Steve Jr. Mendez, Arturo Mendez, Adam Cortez, Gilbert Mendez, sisters Onita Mendez and Virginia Maldonado.

Frank is survived by his wife Kathy of the home, six sons Jack Mendez and wife Kim of Kemah, TX, Steve Mendez and wife Ronda of Sayre, OK, Frank Mendez Jr. of Elk City, OK, Shane Mendez of Burns Flat, OK, Chris Mendez and wife Jennifer of Burns Flat, OK, and Blake Mendez of Burns Flat; grandchildren Kelby, Kelsey, Ashley, Ty Emily, Braden, DeAarron, Loren, Aubrey Laney and Camden; great grandkids Aspen, Kinsley, Kreed, Corey, Fabian, Alani; brothers Alex Mendez and wife Debbie of Burns Flat, OK, Bobby Mendez and wife Denna of Clinton, OK, and Eddie Mendez and wife Angela of Seguin, TX; sisters Corina Mendez of Burns Flat, OK, Diane Garcia of Red Oak, TX, Lisa Stewart of Tuttle, OK, Linda Mclerran and husband Curt of Burns Flat, OK, Anna Marie Albus and husband Doug of Wichita Falls, TX, Yvonne Cooper and husband Roger of Burns Flat, OK, and Laura Widney and husband Kyle of Watonga, OK; his Chihuahua and best friend Jr.; many nieces, nephews, extended family and a host of friends.
