Shooting call leads to arrest:

Elk City man held on $20K bond after being charged with destruction of property and resisting arrest

A 35-year-old Elk City man is being held in the Beckham County Detention Center on a $20,000 bond after being charged with destruction of real or personal property over $2,500 and resisting arrest by use of force or violence.

The investigation began at approximately 7 pm on August 21 when the Elk City Police Department received a call about a possible shooting on the 1200 block of South Van Buren.

Responding officers were reportedly informed of a white male subject, wearing blue jeans and no shirt, who allegedly broke at several windows at one of the residences with a chainsaw.

The call also reportedly alleged that the man may be into Eid.

The man was reported to be Brian Thomas Loyd.

Officers reportedly built a “perimeter from a safe distance while information was being gathered.”

“It was eventually determined that Mr. Loyd did not possess a firearm and had broken at the windows of lot 39 a chainsaw,” the reporting officer wrote.

An ECPD lieutenant reportedly made the decision to do a “Hold and Callout.”

Loyd was reportedly contacted through a patrol unit’s PA system. Loyd was in a home.

The officers then reportedly decided to use pepper spray into the residence through an open window after a piece of cardboard was knocked out.

Officers opted to use a second can of pepper spray after the previous partial canister was depleted.

Officers covered the lieutenant as he prepared to approach the home’s door.

Another canister of pepper spray was reportedly used through a window containing a window air conditioning unit, but contact was made through the wall.

The homeowner allegedly came out the south door. This was not Loyd.

The officers then allegedly heard a male voice inside the residence.

At this point, the man was told to be Loyd by the homeowner.

Loyd then reportedly exited the residence.

Loyd was allegedly “aggressive” to officers.

“Mr. Loyd then began aggressively walking toward offi cers while pointing at them,” the officer wrote. “Mr. Loyd turned and I deployed my taser at Mr. Loyd’s back.

Loyd allegedly counted to resist arrest.

Two officers reportedly handcuffed Loyd then, but the officer alleges that he continued to resist.

“I delivered approximately six rib strikes to Mr. Loyd’s middle right side of his back, which did not result in the compliances,” the officer wrote.

Eventually, Loyd was put into a patrol unit.

He was reportedly “decontaminated” through three bottles of bottled water.

Loyd allegedly remained “uncooperative” and refused water.

The homeowner reportedly let officers into the home, where a chainsaw was allegedly found.

Loyd was reportedly treated by EMS. He allegedly attempted to break the patrol unit’s windows.
