A 30-year-old Elk City woman, Samantha Forsberg, has been released from the Beckham County Detention Center on a $5,000 bond.

A 30-year-old Elk City woman, Samantha Forsberg, has been released from the Beckham County Detention Center on a $5,000 bond.

Kimberly Goins, age unavailable, has an outstanding warrant. Goins has a preset bond of $10,000.

Forsberg was charged with conspiracy to commit a felony. Goins was charged with child neglect.

The investigation began when an Elk City Police Department detective was contacted on June 2 in reference to a case that the Oklahoma Department of Human Services was investigating.

The investigation was initiated through the DHS hotline.

“The investigation was due to a three-year-old child having an ‘altered mental status’ at the Great Plains Regional Medical Center on May 28, 2023. The results of the patient’s urinalysis resulted in a positive result for THC,” the detective wrote.

The child’s mother, Goins, reportedly stated that the child “may have gotten into a left-out component with excessive amounts of THC in it today.”

The investigation allegedly revealed that Forsberg had been watching the child on that date.

The detective alleged the two suspects had been “smoking marijuana in a blunt.”

The detective also noted that Forsberg is currently supervised for three counts of child abuse that reportedly resulted in her child’s death.

Forsberg reportedly does not have a medical marijuana card. The detective alleged that Goins provided the marijuana to Forsberg.
