An Elk City couple was charged with conspiracy in Beckham County District Court on May 26 after allegedly committing conspiracy after housing their son, who is a sex offender.
The investigation reportedly began in March of 2023, when a tip came after the Elk City Police Department made a Facebook posting showing that the Criminal Investigations Division was doing Sex Offender compliance checks.
That tip reportedly stated that Jacob Turley, a convicted sex offender, had been living inside the city limits of Elk City.
The reporting detective allegedly learned that Turley had been staying at his parents’ home on the 1500 block of West Fifth Street.
The detectives noted that the residence was reportedly 372 feet from a preschool, 888 feet from a daycare, 1,087 feet from a park, and 1,281 feet from Elk City Head Start.
Turley was reportedly registered to live on the 18000 block of Route 66 Sayre at the time.
Convicted sex offenders are required by law to update their residences within a week of moving. They are also prohibited from living near certain facilities that educate or entertain children.
Surveillance was allegedly conducted, and Turley was reportedly seen at his parents’ home.
“Jacob and his father both confessed that Jacob had been living at the residence for weeks,” the detective wrote. “Jacob’s father explained that he did not understand why he couldn’t stay there because the daycares close at 5.”
The detective added that both Jacob Turley and Randall Paul indicated that Rhonda Ruth Turley, Jacob’s mother, had been aware that Jacob Turley had been staying at the residence.
Jacob Turley was booked into jail for violating the Sex Offender Registration Act.
His parents have now been charged with conspiracy.
