An Elk City woman has been charged with child neglect after police allegedly were alerted to a 2-year-old who had “exited the home and wandered around the RV park for at least 15 20 minutes wearing a urine-filled diaper. Charged in the case was Shaylee Herbert. The investigation began on February 14 when Elk City Police were reportedly called about a toddler “found wandering” around an RV park.
Temperatures were recorded at 47 degrees, according to the report.
