An Elk City man was charged on January 28 in the Beckham County District Court for violating the Mary Rippy Violent Offenders Act.
The investigation against Scott Lee Hallett began on December 31 when he reportedly went to the Elk City Police Department to register his new address.
Hallett had been reportedly calling rather than coming in.
However, the report states that he had not been in contact with the ECPD for a year, which violates the laws.
The investigator knew an arrest warrant had already been issued for Hallett, so he was taken into custody.
