A 41-year-old Elk City woman is being held on a $2,500 bond in the Beckham County Detention Center.
The investigation began on November 13 when an Elk City Police Department detective was contacted by an Oklahoma Department of Human Services investigator in reference to a mother who had allegedly given birth who had tested positive for methamphetamine and amphetamine.
The mother was identified as Joanna Castilla.
The affidavit alleges “malt reatment,” claiming that Castilla did not receive prenatal care during the pregnancy. Castilla also allegedly admitted to meth use two months prior, according to the DHS referral report.
The gestational age of the pregnancy was reportedly 32 weeks and four days, making the delivery reportedly several weeks early.
The woman’s medical screen allegedly showed positive for the two illegal substances.
When the detective arrived, Castilla allegedly admitted to using meth a month prior.
However, the detective wrote that she later changed her statement and said that she had used meth two days prior.
The detective wrote that he charged Castilla with child neglect for using methamphetamine while pregnant, but also bringing methamphetamine into a home where two minor children lived.
