Arrest warrant issued for Elk City woman for child neglect charge

An arrest warrant was issued on November 8 in the Beckham County District Court for a 31-yearold Elk City woman charged with one count of child neglect.

The investigation began on September 6 when an Elk City Police Department school resource offi cer reported to an ECPD detective that a child had been enrolled.

The detective learned that the same child, who is reportedly 12, had allegedly not completed the previous year of school and had been dropped from the school’s roll in March, 2024, for “not showing up for school.”

The school had allegedly been told that the child was going to attend online school, but the detective reportedly discovered that no records request was ever made to start the online schooling.

The detective noted that the child began Elk City Schools on September 9 and 10, but missed September 11 and 12.

On September 13, which was a Friday, the child was reportedly in attendance.

The child was allegedly gone again on the following Monday and Tuesday.

The school secretary allegedly attempted to contact the child’s mother, identified as Stormie Williams, but could not reach her on the number listed.

The child reportedly continued missing school the next week.

Family members said the child had been sick.

However, the detective noted that the child was allegedly seen riding her bicycle with other same-aged children and “did not appear to be sick.”

On September 26, Williams contacted Elk City Schools reportedly stating she was checking the child out of school because they would no longer be living in Elk City.

Williams allegedly said the child would be enrolled in the Dove Academy.

The withdrawal forms were prepared.

However, the detective noted that, as of October 4, Williams had yet to sign the withdrawal papers.

On October 21, the detective spoke with a probation officer who alleged that Williams had tested positive for marijuana, amphetamines, methamphetamines and opiates on September 30.

The detective then spoke with an employee of the Oklahoma Department of Human Services and asked if she could confirm if Williams’s child was enrolled in Elk City Public Schools, Epic or Dove Academy.

The DHS employee reportedly found that the child was not enrolled in any of the three schools.
