A 22-year-old Elk City woman and a 21-year-old Elk City man have been released from the Beckham County Detention Center after being charged with child neglect.
The investigation began when an Elk City Police Department detective was contacted by an investigator from the Oklahoma Department of Human Services on July 25 in regards to a woman who had allegedly tested positive for controlled dangerous substances after giving birth.
The woman, reportedly identified as Raven Thunderbull, allegedly attempted to use a fake urine sample, according to the detective.
“She then attempted to deny methamphetamine and marijuana use,” the detective wrote.
The “cord stat test” for the newborn child resulted in a negative result for methamphetamine, though. Thunderbull and a second person, Stephen Phillips, were both interviewed and allegedly admitted to using methamphetamine in July.
The detective was able to contact a parole and probation officer who reportedly supervises Thunderbull and Phillips.
From that, the detective reportedly learned that Thunderbull and Phillips had allegedly tested positive through urine tests in July.
For that reason, the detective filed child neglect charges against both parties.
