A 34-year-old Elk City man is being held in the Beckham County Detention Center after being charged with domestic assault and battery by strangulation. The arrest affidavit states that the alleged victim reported on June 26 that she had been assaulted and strangled on two separate occasions by Justin Edward Noblitt three days earlier.

Th e alleged victim stated that she had been cleaning the garage and that Noblitt had reportedly gotten angry because she had “moved some of his things around.”

He then allegedly began “physically assaulting her, slammed her head on the ground, and choked her from behind by placing his arm around her neck and tightly squeezing her neck, which obstructed her airway and ability to breath.”

The alleged victim said she was “unaware she lost consciousness until she had to come after an unknown amount of time, finding herself lying on the garage floor.”

The second incident allegedly occured later that day while the alleged victim was sitting on the ground folding laundry.

Noblitt allegedly wrapped a leather belt around the alleged victim’s neck, using it to drag and swing her around the bedroom.

The reporting Beckham County Sheriff’s Office detective reportedly observed external injuries consistent with assault and battery upon the alleged victim.

Noblitt currently does not have a bond set, but likely will after he is arraigned.
