Arrest warrant issued for an Elk City man after being charged with lewd and indecent proposals to child

An arrest warrant was issued in Beckham County District Court on June 21 for a 63-year-old Elk City man after allegedly making lewd or indecent proposals to a person he believed to be under 16.

An arrest warrant was issued in Beckham County District Court on June 21 for a 63-year-old Elk City man after allegedly making lewd or indecent proposals to a person he believed to be under 16.

However, the investigation against Calvin Wayne Weir began on April 8, 2024, when a man named Alex Rosen came into the Elk City Police Department and a left an officer with a stack of papers that Rosen reported contained “evidence of a crime.”

The papers Rosen turned over to the ECPD allegedly provided screenshots of a “sexual nature” between the Instagram account of “calvinweir_” and a decoy account.

The investigating detective learned that Rosen is the owner of the account and that the account is a decoy account.

Rosen reportedly runs a business that involves him or a member of his group playing the part of an underage female in an attempt to “see if older men or women will message him in a sexual nature.”

“He will then film an in-person encounter and post it to social media outlets such as YouTube,”the detective wrote.

Rosen voluntarily gave ECPD access to the Instagram account that Weir was allegedly communicating with.

According to the probable cause affidavit, the decoy immediately told Weir that she was 11-years-old.

Information is included in the affidavit details of graphic comments of a sexual nature that Weir allegedly made to the person he reportedly believed to be 11-years-old.

However, the Beckham County Record is omitting those graphic details.

Additionally, Rosen provided the detective with a link to his own YouTube video from when Rosen reportedly met up with Weir to confront him.

“During my review of the video, Calvin admits to talking to the decoy. He states that he is not attracted to younger girls, and he thought it was ‘Instagram role play’ and that he did not believe her when she said she was 11. He said he was just fantasizing. He did admit that he went too far with her. It was clear to me that Calvin Weir, based on the profile photo of the account calvinweir_, is the same person,” the detective wrote.

Rosen reportedly stated that Weir did not send lewd photos of himself to the decoy and did not request nude photos from her.

The detectives noted that, during his review of alleged conversations between Weir and the decoy, he did not observe any messages from the decoy to Weir “where it was stated or implied that the conversation was role play.”
