Elk City Sex Offender charged with violating child-safe zones

A 57-year-old Elk City man has been charged with two counts of a sex offender violating child-safe zones.

A 57-year-old Elk City man has been charged with two counts of a sex offender violating child-safe zones.

After a person is found guilty of certain crimes involving sexual abuse, the state of Oklahoma requires them to register as a sex offender.

Donnie Ray Leal was required to do that after being found guilty of sexual battery of a person over 16 and assisting lewd exhibition in 2007.

Because Leal is listed as a sex offender, he is prohibited from visiting Ackley Park.

On June 8, 2024, the Elk City Police Department obtained photos of Leal allegedly in the park on June 7, 2024, and June 8, 2024. An ECPD detective then reportedly used Google Earth to verify that Leal was allegedly in an area that he is prohibited from to visit.

Leal has been released from the Beckham County Detention Center on a $3,500 bond.
