Elk City man charged with domestic abuse and child abuse

A 23-year-old Elk City is being detained in the Beckham County Detention Center after being charged with second and subsequent domestic assault and battery in the presence of a child and child abuse.

A 23-year-old Elk City is being detained in the Beckham County Detention Center after being charged with second and subsequent domestic assault and battery in the presence of a child and child abuse.

Both charges are felonies.

The investigation began at approximately 6:40 pm on November 11 when the Elk City Police Department was dispatched to the 500 block of North Randall in reference to a domestic disturbance.

Upon arrival, the reporting officer observed a male and a female subject outside the residence.

The male subject was identifi ed as William Joseph Fling.

The alleged victim reportedly stated that Fling “put his hands on her and kicked her daughter.”

Fling allegedly responded, “I kicked the chair she was sitting in.”

The officer reportedly attempted to separate the two to speak to them individually, but Fling was allegedly uncooperative.

“After I reached my duty belt and retrieved my pepper spray, Fling began to cooperate,” the officer wrote. “I then placed Fling in hand restraints.”

A second ECPD officer arrived on the scene.

Fling reportedly claimed that the alleged victim had attacked him the prior evening.

According to the probable cause affidavit, the alleged victim stated that Fling had become angry while she was on the phone.

Fling allegedly choked and pinned her. He then reportedly kicked the child.

The officer did not see bruising on the child’s leg.

The officer observed a red mark on the left side of the alleged victim’s neck and redness under her chin area. He also reportedly saw several small bruises on both her arms.

After being transported to the Elk City Municipal Jail, Fling reportedly agreed to speak to the officer.

Fling allegedly said that he “only put his hands on” the alleged victim to stop her from attacking him or from hurting herself.

Fling is due back in court on November 28.
